This study investigates the viability of ICISS's (International Commission on Intervention and State Sovereignty) proposals, from its ideas on humanitarian military operations to its suggestions on conflict prevention and peace-building, as well as looks at other high-profile documents and institutional contexts in which R2P (Responsibility to Protect) has appeared since 2001. The study situates the R2P theme into a wider context by reftecting on the myriad obstacles – legal, conceptual, institutional, and practical – to which R2P and other similar initiatives continue to run into in 21st century international politics.
