This publication contains the final report of the International Law Commission's Study Group on Fragmentation. The report brilliantly organizes and synthesizes the various debates and discussions that have been going in regard to the observation, made by many, that international law is breaking up into several distinct regimes. While acknowledging that fragmentation is to some extent a matter of perspective, it does present some practical suggestions for mitigating some of the problems often associated with fragmentation.
