The theoretical part of the study concentrates on northern Finland’s role in innovation activities, the regional innovation system (RIS) framework, and national and regional innovation policies. The empirical studies concentrate on the role of region in national innovation policies of Finland, Sweden and Norway, on the cooperation of high-technology enterprises and intermediaries and higher education institutes in northern Finland, on the promotion of cooperation through the Multipolis initiative, and on the concept of region in regional innovation systems research.
